Since RPiOS Bookworm was released config.txt has always been in /boot/firmware. Bullseye and earlier had it in /boot.
In early releases of Bookworm /boot/config.txt was a symbolic link to /boot/firmware/config.txt but that was changed as it caused more problems than it solved. It's now a placeholder that tells you which file to actually edit.
